Eric Fried 9b584fcd1d Make docs build

This patch does pretty much the minimum possible to get `tox -e docs`
building and gating. Much, much more needs to be done to make the
content good.

Also corrects a link in the api-ref which, once these are publishing,
would have pointed to the wrong place.
