JJ Asghar 2ed9199b25 Creation of the OpenStack Operators Project(s) ...

Per the Operators meetup in Palo Alto, the community would like to move the
OSOps group from Github to an official project. With the
eventual goal of becoming part of the BigTent.

This is the initial start of the repos per [1].
